The Consortium of TA Consult and Value for Women led by TA Consult was selected for the award of the EBRD Framework Agreement for the assignment Gender Advisory Services Programme 2016 – Frameworks for Access to Finance and signed a contract on December 1^st 2016.

As part of the Programme, the Bank intends to launch a EUR 4.2 million extension to the Gender Advisory Services Technical Assistance Framework and engage Framework Consultants to cover the area of access to finance. The Framework Consultants will support policy dialogue, project identification, preparation and implementation with selected EBRD clients by conducting a range of services for clients and the EBRD in its countries of operations. 

The objectives of the Framework Consultants within the assignment will be to support the EBRD to deliver projects, policy dialogue and capacity building activities specifically in the area of promotion of women’s access to finance and entrepreneurship.

Gender Advisory Services Programme (the “GAS Programme”) was launched by the EBRD in 2014 with funds totalling EUR 1.5 million committed by the EBRD’s Shareholder Special Fund, the EBRD SEMED funds and the TaiwanBusiness-EBRD TC fund. The GAS Programme enabled the Bank to provide expertise to its clients along the three channels (access to finance, employment and services). The GAS Programme was extended in mid-2015 by a further EUR 0.5 million. The Programme allowed the EBRD to tap expertise quickly and has proved highly successful. Given this, the EBRD decided to launch a further extension of its Gender Advisory Services Programme. This Programme will run from 2016 to 2018 and will have an estimated fund value of EUR 5 million.
