Project description:

The Project was divided into two phases. The assignment (Phase I) envisaged for the full training of credit staff of the newly established Belarusian Bank for Small Business in:

• Credit methodology
• Credit and financial analysis
• Credit monitoring
• Portfolio and delinquency management
• Credit policy and credit cycle
• Marketing and product promotion
• Cross-selling
• Time management
• Belarus lending legislation

Phase II envisaged implementation of the institution building measures necessary to launch MSME lending in a credit institution, including design and implementation of lending processes and procedures, development of internal lending guidelines, design of loan products (loan profiles, procedures and workflow), on the job training and coaching of the credit staff.

Achievements:

• TA Consult trained credit staff of the newly established Bank in the whole range of lending technology (credit methodology, credit and financial analysis, credit monitoring, portfolio and delinquency management, credit cycle, marketing, etc.);
• The Bank personnel was advised in Belarusian legislation;
• Loan portfolio monitoring was carried out;
• TA Consult was a member of the Bank’s Audit Committee;
• The bank joined Belarus Microlending Programme as a partner bank in October 2008. The institution building measures (Phase II) were implemented by our consultants under the EBRD TA Project for Belarus Microlending Programme.
