Project description:
The objectives of the Framework Consultants are to support the EBRD to deliver projects, policy dialogue and capacity building activities specifically in the area of promotion of women’s access to finance and entrepreneurship by:
Supporting investments
• Research to support product development that the EBRD can offer to its client banks to promote women’s access to finance;
• Research to complement existing data on gender gaps in access to finance and entrepreneurship in EBRD CoOs;
• Delivery of baseline assessments;
• Delivery of technical assistance - institutional strengthening of PFIs as part of WiB Programmes;
• Support to PFIs in product development, marketing and other support to implementation as part of WiB Programmes;
• Collection Performance data, this would include data on repayment, profitability of women-based loans, leverage effects, etc of those projects developed or proposed by the EBRD;
• Delivery of strategic planning workshops and other technical capacity activities with banks
Supporting policy dialogue
• Research on issues related to the enabling environment to support women’s access to finance and entrepreneurship including but not limited to legal barriers to women’s access to finance and entrepreneurship; the impact of socio-cultural and gender norms on women’s access to finance and entrepreneurship; gender impact of investment climate reforms, etc.
• Conduct targeted research to support gender responsive investment climate reforms in EBRD COOs;
• Support the Bank in policy dialogue with stakeholders, advocacy, and capacity-building with authorities in areas which are important to support women entrepreneurs in EBRD countries of operations.
Supporting capacity-building & knowledge management
• Develop communication and knowledge products (case studies, lessons learned, issues and working papers, etc.) in the area of women’s access to finance for different purposes and audiences;
• Develop and deliver information products and presentations (translated into required languages, as necessary) on topics related to women’s access to finance at seminars, conferences or other types of learning events;
• Develop tools and methodologies to build the capacity of different audiences in the area of women’s access to finance and entrepreneurship;
• Deliver training and other capacity building activities on different aspects of women’s access to finance to different audiences.
